 note = {The purpose of this study was to identify the factors that make it difficult for the elderly to express their opinions based on their understanding of the revised long-term care insurance services as well as their own manner of self-expression. An interview survey of 19 persons requiring long-term care revealed that the elderly prioritized relationships with relatives rather than expressing their own hopes or intentions, were highly dependent, and did not complain about their inability to express self-choice and self-decision. Dependency was also found in relationships with care workers. The findings suggested that rather than self-selection based on dependence, support should be given to enable to self-selection and decision-making by the elderly themselves based on understanding of the system.},
